In fact you wont lose 96m2 of land. As you have many parcels that are adjacents, you can have them joined and have only one box, for example. So only one box fits in a 16m2 (3 prims), thats the minimum divisible. And about your tier rate, you own much land, so you are on the group of people that will have a discount rate based on how much land they own. So dont worry, your tier wont increase.
